PayPal is waiving off its normal transaction fees in Ukraine. Ukrainians can send or receive money from PayPal or Xoom Payments without having to pay the transaction fee. They will also be able to transfer money to Visa and Mastercard cards. Funds can also be received or sent in USD, Canadian Dollars, British pounds and Euros.
